Photoshop Borders

hey...i have a question. see, when i made my avatar it had a border around it but now its gone...why is it that in photoshop i have borders but when i save them theyre not there? heres a pic(blown up) of what i see in photoshop --->

only thing i can think of is when making that border u select all, right click > stroke... make sure that its inside not outside... i have no idea its really weird...

that outer line isn't a border. its the divide between ur picture and the photshop interface. look at ur avatar carefully, it has a white outline around it.
