In Photoshop to make a very basic border, follow these steps:

1) Select > All

2) Select > Modify > Border. Use 3 pixels this time.

3 ) Fill it with anything you'd like, preferrably the bucket.

There you go, just thought you'd like a useful tidbit of information, using this method you can create smoothed borders and other various and very nice signature worthy, and even layout worthy things.
