OR just do a normal Google search on how to add your site's URL to it. It would make it easier, methinks.

Wow you explained this VERY well. Im a real noob when it comes to this stuff but after I read what you wrote I kinda understand it a bit. After I read this I changed a few things on my forum and from what you have said I am guessing I will start getting a higher page rank.

I saw a few problems in the Meta Tags that my forum had as a default.

#1 - There was no description
#2 - The keywords had nothing to do with my site
#3 - It had the robots only searching the index page

I have changed all of that and now all I can do is wait to see if it worked, but thanks alot!

The first thing you can do is submit your site to google and also submit to yahoo and other search engines ,there are many directories like this web directory,some free and some paid,submit your link to them make sure they have good pr(to know the pr of the page use firefox or download google toolbar )
link exchange is the best form of getting google know about your site , google tracks the link which comes toward your site more the link towards your site more better, if there is a link coming from good pr sites it makes your ranking go higher and gives you good pr which will again help you get good pr and more link partners to share your link with because of good pr ,good pr will always help you in the search engines ,
as someone said earlier webceo would also be good to do good analyse of keywords and write content according to it ,this content will help you get good searchengines term with less competition ,hence you would be able to enjoy good results

i heard that if you put the url or reference another popular page then your page will come up and have a higher rank. But i don't know for sure.

Yeah mainly spam the already famous sites with your links. Google spiders will go to your site and maybe put you on. Meta tags are most important without them you have no chance on being on google or any search engine. Site description. Go to google and search for meta makes and fill the form and add it to your site's html code. This is going to help a lot. Trust me.

as i know google will automatically added your website's pages to his database if your site was linked from other site that who had been there in google
perhaps if your website is a big site,i'd suggested you learning some knowledge of rewrite your url to "search engineeing friendly,like this topic forums/how-get-website.html
it's really interesting in SEO,maybe do more ,or less,but if you do more and more maybe there was cheating that google thoughts then remove all your site pages
