Have you any experience in c or c++? Or java...
Cause vb apps are pretty heavy. And if you don't want your brother to be able to close it, you'd be writing not an app, but a service. He probably won't know how to end these, probably he won't know it's runnig, while when you make an app and he has to close a program (because of crash for example) he could close that one as well).

And euhm, personal thing.
You sure don't need to tell it to anyone, but what if your brother should find out about it? I'll bet he won't laugh with it :P .
