Upgrading your RAM and graphics card should resolve the issue.

Is This An Issue With My Graphic Card Or Windows Drivers Incompatability Maybe?

There is no way for this error message to be related to RAM , this type of error if was related to ram it will give you the reason like saying "The initialization of the renderer is not possible duo to ..." and in the end it will say some of the known sentences which is related to lack of memory. now the first thing i guess is directx because it gives your game details about available render modes, so first try to install the directx that comes with the media of the game (before that create a system restore point other wise you may loose some functionality) and see if the problem is solved or not also try to uninstall the current directx you have with some removal tools available on the net, as you said you said you are unable to upgrade from 9b to 9c then you should do one of these methods : 1. uninstall your current windows completely then install a new one and then install latest directx which will work without any doubt. 2. get one of the removal tools i talked about and see if you are able to revert back to the original directx that comes with your windows and see if you are then able to upgrade to directx9c. you can do another thing as well just install windows xp again on a different partition to have a dual boot both with win xp and then try things in the new one because by this way if you haven't succeed then you will not have to take a backup from your previous windows.
If the problem still exist then you should go for driver, with F.E.A.R i remember it had problem with drivers that dell was recommended for its desktops and laptops and so the users had to install another driver from nvidia website with modified .inf file to be able to play this game, so maybe this is what you are facing with, try to download latest nvidia driver from their website not from powercolor website, most of the times the driver nvidia gives you for old cards is not a new version, so if you want to use the latest you have to modify the inf file but also you can find the modified inf file in the web very easy just find what driver you want to install and then search the version + "modified inf" in google and you will find the modified inf easily then move the modified inf into the folder of driver and then you will be able to install the driver on your PC but be aware of that with new version of driver you may not see the performance if the old drivers or you will face some bugs like fan spinning in the full speed but this the only way you can have some new games playable on your system so give it a try to see if this method can solve your problem.
Now if none of above worked then try to install latest patch for your game, i think with 4 years past from this game now you can find many patches released for this game so try each of them to see if the problem is gone or not, most of the patches are released to improve the game performance and repair the bugs so probably one of them will cover your problem if it is related to game itself. you should be able to see at least four options in the video mode section of the game which shows that the driver, directx and game itself is working well so if you saw no options or only one it means your problem still exist. F.E.A.R is not a light game but with such config you should be able to play it without any doubt but because of the RAM you will face some lag in the game because it will use some space form your hard which is so much slower so upgrading the ram will be a huge recommendation. i know the topic is started in 2007 but i have not digged it (the previous post is today) and also this is a common problem so this tutorial may help other peoples to solve their problems too.
