Yes, you are allowed to use PHP and MySQL on Trap17 Servers. Just be careful with sharing videos. You better make sure they aren't copyrighted and protected from the copy of them because that'd make the use of them on your website illegal and that isn't allowed on Trap17. If they are your own or you are having people upload them that are their own then that's a different story. Videos can take up a bit of space as well and watching them could take up a bit of bandwidth so make sure you don't go over the limit allowed. Of course then you could upgrade to Computing Host, but that may not be necessary depending on how popular your site is.

All of what Pleno points out is correct, as far as I know. I suggest you read the Trap17 readme found in my signature block, review the site Terms of Service which would apply to your Hosting Account and await the Admin's determination. As pleno points out, copyright issues are huge these days and there is a zero tolerance rule here at the trap. And in addition to what Pleno pointed out, the server is a shared server, so if your account creates too much demand, you will need to consider Computinghost for a paid account. Probablya couple of your own videos would be allowed, but be certain you have the copyrght issue covered.
