How do I become a premium publisher at google.

Yes, I know of the requirements;

But where do I sign up? Have they closed for signups?

I´m sticking with the standard adsense for now.
I only have a few visitors every day so standard adsense is more than enough for me.

Steps for setting up ads on my site
Google Premium Publisher

I have a site at godaddy.
I would like to try adding ads to my site to generate alittle cash.
I can't find anywhere that explains what I need to do, in simple steps.
Do I need certain things to do this or just add an adserver to any website?
Are there requirements for how much bandwidth or something I need?
HELP! Thanks
