The first one is the Google's Ad service where the advertisers are charged only for the click on their ads.
The later is the Google's ad service in which affliates display Google AdWords ads in their websites and pages and get revenue for each click made on the ads.
Google Grants is a part of the Google's AdWords Service targetted at the Non Profit NGOs and other related organizations.
Google provides the selected organizations free AdWords advertising on Google.com to raise awareness and increase traffic.

STAY AWAY takes your money and information uses it to promote their false promises. When you call the contact number it's a third party company that could care less. I was told "to bad" when I called to confront them about automatically taking money out of my account. NO REFUNDS for any reason. Don't fall for the trial period amount it's just to get your information and your access to your credit card.

We were approved for an account and yet have been able to see any results or use any of the money they allocated.
We have placed over 150 keywords associated with our site and about 3 of them are eligible to show! The rest are below the $1 max they allow you per click.
Useless. They know they are not helping charities. But they keep the facade of helping. They don't even bother to respond to emails. Only send generic responses.
Waste of time with tons of frustration.
