Problems With Installing Ipb 2.3.3

I have signed up for qupis and got my account activated a few days ago. When I tried to install the ipb forums today on the host I got this error:
Not Found
The requested URL /forums/install/function.action-install-require-once was not found on this server.
Additionally, a 404 Not Found error was encountered while trying to use an ErrorDocument to handle the request.
Apache/1.3.37 Server at thedevilsadvocates.qupis.com Port 80
I konw I have uploaded all the files correctly and setup mysql and ftp without a hitch but I cant get the forums to install. My previous host was xtreemhost and when I installed the forums there everything was working great but I had to swich because of the slow speeds.

Nope there is no such file in the file manager and the original board files.
and I also found this in the error logs in file manager within the cpanel.

Edit: I think I might know what the problem is. It might be that I have to give full permissions to all the files I have uploaded to install the forums. Does anyone know of a easy way to change the permissions of all the files at once as there are way to many. I am using the qupis control panel X and I have a ftp program called cuteftp pro. I am not 100% positive if this is causing the problem so can someone with more experience give me more advice?
Edit 2: I changed all the files CHMOD to 777 giving them full access and the forums installed with no problems. But after it finnished installing I cannot see the forums. It is the exact same problem that this person has http://www.trap17.com/forums/cant-get-foru...ork-t53693.html

Well, the directory listing shows that there aren't actually any files in that folder any more. Did you delete them all rather than just the installation directory? Did you change the permissions? If you've removed read permissions then the files won't show up in the directory listing online. Check that the files still exist using an FTP client.

I have uploaded the files back into the public html directory.
I also cant seem to access the private directory. When i put in the password it says wrong password and cant access directory but I can access it through the cpanel file manager perfectly fine.

I have a somewhat similar problem.
I am also hosting IPB v2.3.3 but I was able to run the install/index.php script fine, after CHMODing the proper files. The forums ran fine for about a week, now all of a sudden... all I see are 3 text links on a blank page for my forums. My main page, however, is unaffected but has had the text links placed at the bottom, which is perfectly fine by me, it's what I was expecting in the first place... I'm just wondering why I can't view the IPB... I'm guessing that adding a <div> to the forum index probably screwed the whole page up. Is there a way I can manually add the text links to my page to avoid a blank page?
Also, I've checked via FTP and cPanel manager, all of my files are in their proper areas, the database is fine as well.
EDIT: /forums/admin/ directory will load the index.php, however after I login I'm back to a blank page with text ads again. Obviously the ads are conflicting with the forum scripts.
