Ssh Ports+tools

Do anybody know where I can obtain good tools for SSH ports? I need them to bypass University security settings to download files from Torrent or similar programs!
University closed some important ports for me!

you cannot access SSH or download using Torrents if the respective ports are blocked. These cannot be used with anyother ports.

I am sure that if you explain to your University's IT department why you need the ports unblocked, and what you need them for, then they will unblock them. Of course, you will need a valid reason for them to unblock them. Also, many Universities frown on trying to circumvent their security measures.
