In most peoples user control panel there is a free domain info box. What is that?

Don't know what or where you are referring to.
In the Forum Control Panel? In the osting Cpanel? In the Billing account Control Panel?

Though I am not sure, I think this was for when you could buy a domain with hosting credits.

Exactly. And since the MyCents/XistoDollars Credit System version 3.0, this does not apply.
