http://www.juno.com has been around for a while. may not be one of the best and secure e mail services around but it is free. you can also get 10 hours a month free internet as well. myself I like having it for when I join some place and I know I will be getting a lot of spam mail. More or less a spam mail account is what I use it for.

Are there any other users of Juno or even Netzero here that do this? They are both good services for what they offer.

Do they allow imap access? If yes what's the sending limit per hour?

It is paid service and there is support center available at site where you can ask for limit per hour. I doubt if anyone here who can answer you for that. Besides that IMAP service is offered by all free and paid mailing service it's just that they restrict you for some value not on hour per usage if i remember gmail's policy correctly.
