But for example, can the reward be given to a person which lets say a situation like this:
Imagine I made this worm, I drank beer with some guys, and somehow said that it was I who did this virus, some of those guys know me that I'm a pro hacker and because we live a same neighbourhood, lets say his wage is only 80$ a day and he saw the reward, don't you think hi may just say to some people that it was me and give my living place away to them just for 250 000$
The only problem would be to prove that I did this? If I am a smart hacker I will leave all my traces never coming to me, the problem would be to sue me and to make me guilty, they will never manage to do that.

How stupid does Microsoft think people are? If you know about a virus/worm/trojan/malware/spyware obviously you will have connections to it as most people don't go bragging about their activities these days unless they are a noob. So it has come to me that whoever designed this worm made sure to hide its tracks in the coding because that is usually the first place they look in trying to find someone. The next part is $250,000 is chump change to the underground because they can make more than that in a day if they get lucky, and with today's users they are all laughing to the banks.
You best move is just to use that money and put it into solving and breaking this worm, because your already spending millions as it is trying to figure it out and finally put a stop to it.
However, Microsoft has provided a nice web page of the current status of the Conficker worm and it looks pretty, ahahaha $250,000, morons.

The real damage a Virus or Worm does.
The real damage a Virus or worm does isnt tech related at all. The damage is most felt in peoples lives. Photos, clips of loved ones lost. Loved ones who arnt with us to take more pictures. (I lost my wife and my 2 children in an accident a while ago). Further more people have other things on their machines that they love and that give meaning to their lives. Things that is really hard to find again.
People who work for companies has to re-do work, while technicians have to spend their nights and weekends away from their loved ones, because some looser thinks he is Dr Evil and entertains himself with peoples misery. Launching virusses is nothing more than an act of terrorism, and you are no better than Osama.
Since my loss, I have progressed to the level of doctor in Voodoo. (I was born and raised in Africa, and this is still my home), and I can tell you with all surity that you attach a curse of death on you and your family by damaging peoples lives. And I DARE you to challenge me on this.
It is sad that people have no regard to the lives of others, and the writers of mallicious software are so short sighted that they fail to see what they do to people that they don't know, and people who mean them no harm.
My family's pictures I will never get back, just as they are gone forever. So may the laughs you have because of the suffering of people, closing down of small businesses and destruction of dreams, bring you what is due to you.
