Questions Regarding Qupis

I highly doubt it. It wouldn't make a whole lot of sense. But there may be a chance that they delete inactive accounts (In other words, just make sure you actually use the account for something). I suggest you contact the guys at Qupis.com if you want to make sure.

Is there something in the TOS declaring this? please back up your statement, technically websites are kind of "file sharing" in the aspect that you are downloading their images and html/php/css/jsp/asp/ect pages.

Free accounts are not to be used as a File Server. Tap17 included. It is allowed that you offer small sample files as demo's for download and light volume serving, but don't plan on becoming the next Rapidfile.

I have some questions about how Qupis works. Does the posting requirement for credits still apply?
I have/had a site with Trap17, but when the site got redesigned, couldn't figure out how to check my credits anymore and, as per my nature, was inactive on the forums for a while (though I did pay for credits at one point). I don't know if my last site got deleted (I made sure to back it up though) but if there's no posting requirement, I'm considering Qupis.
Also, what do they consider 'inactive'? Does that mean no forum posting or not logging into the Cpanel at all? I like Trap17, obviously enough to even consider paying for the credits, but I can't stand that my sites get deleted when I go through my periods of inactivity (usually lasting 4 months or so). I tend to go through bursts of activity, racking up hundreds of lengthy quality posts in very short amounts of time, but then am inactive at points as well.
Anyway, I'm just wondering if Qupis would be a better fit for me.
