1. Make a new picture (CTRL+N) with any size pixels you want

2. Press 'D' to reset your colors. Click on Filter > Render > Coulds.

3. Click on Filter > Render Different Coulds.

4. Press CTRL+I to invert the colors

5. Press CTRL+L to get the levels window up. Drag the 'middle arrow' all the way to the right, OK. (look at the image below)

6. Click on Filter > Stylize > Find Edges.

7. Press CTRL+I to invert the colors.

8. Press CTRL+U to get the Hue window up. Check the Colorize checkbox and change the Hue and Saturation until you have the color you want.

Photoshop is one of the best graphical programs, most profesionals use it... It has tons of feaqtures and a lot of filters / effects

A chosen few people however (me) prefer Fireworks MX, For it's ease of use, I can't stand Photoshop, too big of a download, and It's personally, not worth it. But to each man his own, eh?

Pretty good tut, I tried it out, and it looks more like lightning if I replace the white with yellow. I'm not sure what I could use it for though.
