Um I don't know if I understand the 'contract' of buying iPhones in the US, but can someone tell me when the iPhones can be 'unlocked' officially and used with any telecom carrier? I want to get an iPhone but in my country they cost three times of what they cost in the US
Ofcourse the black market is readily offering unlocked phones but it's no real fun is it? So can someone tell me when the legit phones can be unlocked so that I can get one from the US?

We'll, you can buy an iPhone right now, but you can't find anything cheap that is unlocked, look for something that fits the bands of your carrier, just Google it quickly, and you'll find out right away. Then its as simple as using Pwnage Tool or Dev Tool on your Mac or Blackrain/blacksnow on windows and try to find something to unlock it for you. There's not actual official unlock for the iPhone though. They sell it w/o a contract, and I believe in the UK or France you can buy it unlocked, and can slip in a card, but then again the EU is pretty strict on Monopolies.

Apple's contract with AT&T expires this year (or next if they choose to extend it). This may bring in possibilities of an "unlocked" iPhone. However, I see it more likely that Apple will either renew the contract or switch to another carrier and be "locked" with the new carrier.
