I'm not sure I get it. What is your site for/about. You have no descriptive text on your site that tells us anything about it. Although, the pop-up before your main page loads kinda suggests that you are doing something illegal... That wouldn't be a good thing on Trap17.
My questions are:
- What is your site for/about?
- Why do you have a do not enter if you plan to prosecute pop-up?
- Are you supporting, endorsing and/or suggesting illegal materials, thieft, ect.?

One annoying thing on your site is that it refreshes every 5 seconds.
Layout: Ummmm, I'd say it is quite good but why isn't it aligned to the center?
Content: Can't say, because I have no idea as to what the site is basically about. As said by ArchaicAngel, a little information would help.
I'd rate it a 6 out of 10. A little more work could push the ratings.

The design looks preety plain/simple, you should add some stuff, dont know why..
The hoover effect - turns red when over - doesn't seem to go with the rest of the colors of your site. Maybe if you use a white, or grey (darkish) color, it would give a better effect.
The background image under Menu and Affiliates could also be changed, its crosses the border line.
I don't understand why the ALT tag for every menu link is 'template'. I think you made a mistake or something.. After checking all the site, i just saw that its 'template' for all the ALT tags..

Ok, lol I fixed all of your suggestions (I think) I got rid of the pop-up, changed the alt, I don't know how that happened, I changed the color on mousover to grey, and since the site is based for 800x600 resolutions I got a redirect script to redirect you to one which is aligned and one which is not based on the resolution, I fixed the refresh, it was refreshing every five seconds because of the users online script, it now refreshes every 30 seconds. Yes, the site really isn't about anything yet, I'm still getting it up. I just have two questions from your comments that I didn't understand:

Thanks for answering my questions. I just wasn't sure about your site with that pop-up on it. It's a little unnerving when someone adds a pop-up like that one to their sites.
As for the layout and design of your website, I use a 1024x768 screen resolution. This happens to make your layout look a bit small for my browser window. That's not really all that unusual and other than that little problem, your site looks great. I would give it an 8 out of 10 for user-friendliness. But you should really get to work on the content and maybe tell everyone what your site is at least going to be about/for. It's really confusing to visit a site that offers a download when no one can figure out what the site is for.
Love to see what you are planning to do with your site. Let us know when you update so we can go and see the changes you've made.

Another thing about your site, about the popup window saying how many visitors are online. When i click to see the photo, it opens inside the content area, and if I want to see the whole photo, I need to use the scrollbars, and thats just horrible. You should try to fix that..
Also, it looks as the grey hoover effect doesn't work quite well, because it matchs the background color and when you can't read if you put the mouse over the link.
Maybe try a darker grey, or use another hoover effect, like remove the underline when the visitor puts the mouse over the link.
It looks much better now that is aligned. Keep informing us of the changes you do. Nice job so far
